Announcement Board Changes

You'll notice that the Announcement Board topics are a lot fewer now. There was a lot of old topics that were not current and they have been put into the Old Announcements Board.

We'll try to have only current topics here on the top level of this board and will likely move them when they are more than six months old, unless they are something that needs to remain on the front page.
